N2 - The purpose of this paper was to develop a new willingness to communicate measure that could be used cross-culturally. This paper first examines the factor structure of the existing willingness to communicate measure and determines that it no longer maintains factor structure. Then, it proposes items for a new measure, which it tests in samples in the U.S. New Zealand, Kyrgyzstan, Russia, and Turkey. A new four-item measure is supported by the data. Further, the measure reveals nuanced cultural differences in how willingness to communicate is conceptualized in Kyrgyzstan compared to the other cultures examined in this study.
